NOTE: The current Committees and purpose statements have been drafted to reflect organizational changes. They have been subject to preliminary review by members, Committee leaders and the Board. As the Committee work is reoriented, the respective Committees have been asked to review their purpose statements and general operating procedures. This is a work in progress. Changes are to be expected during this period of transition as the necessary adjustments are made.

NECROLOGY AND LIFE MEMBERSHIP:
Purpose: (Necrology) Inform the membership of the death of an associate and appropriately remember the deceased associate at the Annual Meeting.
Purpose: (Life Membership) Honor deserving feed control officials who have retired and are not involved in any way with the regulation, manufacture, distribution or sale of commercial feeds.

AAFCO COMMITTEES
COLLABORATIVE CHECK SAMPLE COMMITTEE
Purpose: To support regulatory, industry and commercial feed laboratories by providing a proficiency testing program that is compliant with International guidelines at nominal cost to laboratories. To monitor the use and performance of analytical test methods and to provide information to other AAFCO committees as required. To provide feed testing laboratories with performance-monitoring procedures that are common requirements of accreditation, and produce well defined testing materials to be used for method validation and quality control.
CURRENT ISSUES AND OUTREACH COMMITTEE
(formerly Communications/States-Industry)
Purpose (Communications): Disseminate information to the AAFCO membership, industry and other interested parties through brochures, publications and other means.
Purpose (States-Industry): Serve as a forum to advance new ideas, assist in resolving problems, promote better understanding, and serve as a model of government and industry cooperation.
Proposed Purpose: Provide a forum for the discussion of new ideas as well as ongoing problems, promote understanding and cooperation between government and industry, and other interested parties through an appropriate method.
EDUCATION AND TRAINING COMMITTEE
(formerly Feed Administrator's Seminar/Education Taskforce)
Purpose (Feed Administrator's Seminar): Plan and present the annual Feed Administrator’s Seminar. In addition, the committee is responsible for administering the AAFCO Feed Administrator Seminar scholarship program.
Purpose (Education Taskforce): Working with the AAFCO Board of Directors and Committees to identify and secure subject matter experts on educational and outreach topics.
Proposed Purpose: Work with Committees and the Board of Directors to identify education and training needs and approaches. Serve as a point of integration for training approaches with other national organizations (e.g. FDA) as needed. Act as a resource to identify appropriate training methods and coordinate the organization of training material developed by the respective Committees for effective educational approaches in support of regulators and regulated industry training.* (* Note: Technical training material development remains the responsibility of the subject matter expert committee.)
ENFORCEMENT ISSUES COMMITTEE
(formerly E-Commerce/Enforcement Issues)
Purpose (E-Commerce): Identify potential problems and solutions associated with electronic commerce and the needs of the association’s members with regard to electronic commerce to include, but not limited to: feed product registration; feed tonnage reporting and fee payments; licensing of firms; development of forms for the above activities; advertisement of unregistered products and unlicensed firms; and inappropriate claims for product safety and effectiveness.
Purpose (Enforcement Issues): Develop and promote uniformity in enforcement policies and actions to ensure animal feeds are safe and effective for intended use.
Proposed Purpose: Provide a forum for the discussion, promotion and development of uniform enforcement policies and actions by AAFCO members. This committee usually meets in closed session, for AAFCO members (regulatory) only.
FEED AND FEED INGREDIENT MANUFACTURING COMMITTEE
(formerly Feed Manufacturing)
Purpose: Work cooperatively with FDA and the feed Industry and stakeholders in developing federal and state regulations and define processes to prevent, eliminate or minimize the potential for chemical, microbiological or physical contaminants that may pose a risk to human or animal health.
Proposed Purpose: Evaluate and identify the need for regulatory policy and actions to ensure that feed contaminants are considered in the quest for safe and effective feeds.
FEED LABELING COMMITTEE
Purpose: Review labeling requirements set forth by the Model Bill and Regulations to determine modifications needed to more effectively serve purchasers of commercial feed and feed manufactuers; and maintain feed labeling guides.
INGREDIENT DEFINITIONS COMMITTEE
Purpose: Review investigators' reports; serve as a peer group for all proposed new and revised definitions of feed ingredients and recommend Board action on them.
Proposed Purpose: Serve as a clearinghouse for the development of feed ingredient definitions and provide and maintain a mechanism for the organization and distribution of information regarding ingredients and their use.
INSPECTION AND SAMPLING COMMITTEE
Purpose: Work cooperatively with FDA and the feed industry in development of effective inspection and sampling procedures and promote uniform application of those procedures.
Proposed Purpose: Work cooperatively with FDA and the feed industry in the development of effective inspection and sampling procedures and promote the uniform application of those procedures for feed and feed ingredients; evaluate, update and maintain the AAFCO Inspector's Manual; and collaborate with FDA in the development of a training curriculum and provide a training and certification program for FDA and State inspectors.
LABORATORY METHODS AND SERVICES COMMITTEE
Purpose: Encourage a "climate of excellence" among feed control laboratories by promoting effective communication, better qualified personnel, reliable equipment and accurate methodology.
Proposed Purpose: Promote communication among feed laboratories; facilitate communication between feed program and laboratory personnel; monitor and plan for emerging issues with respect to implications for laboratory enforcement activities; and, work collectively to provide laboratories with tools which may include training, improved analytical methods and other resources for use in daily laboratory activities, laboratory management and laboratory accreditation.
MODEL LEGISLATION AND REGULATION COMMITTEE
(formerly Model Bill and Legislation Committee)
Purpose: Provide timely and sound recommendations to the Board so that fair and just model regulation and regulatory principles are maintained by AAFCO. The recommendations may be adopted or used as guides by control officials responsible for enforcement of laws regulating the production, labeling, distribution and sale of commercial feed.
Proposed Purpose: Provide timely and sound recommendations to the Board so that fair and just model legislation and regulations are maintained and implemented by AAFCO. The models may be adopted or used as guides by control officials for enforcement of laws regulating the production, labeling, distribution and sale of commercial and non-commercial feed.
PET FOOD COMMITTEE
Purpose: The Pet Food Committee is delegated the responsibility for interpreting, maintaining and recommending revisions to the official Pet Food Regulations, which are the standards for uniformity in legislation, regulatory principles, and definitions concerning pet foods.
Proposed Purpose: Interpret and recommend revisions to the Model Regulations for Pet Food and Specialty Pet Food under the Model Feed Bill; interpret and recommend revisions to the various Definitions, Guidelines, Nutrient Profiles, Feeding Protocols, Calculation Formulas and Affidavits which serve to substantiate claims and standards required for the distribution of pet food and specialty pet food; maintain and update the Pet food and Specialty Pet Food Labeling Guide, including the example labels; and provide recommendation and assistance for training, workshops, and educational materials regarding pet food and specialty pet food.
STRATEGIC AFFAIRS COMMITTEE
(formerly By-Laws/Finance/Long Range Planning)
Purpose (By-Laws): Receive, review and suggest changes in the AAFCO By-Laws in order to maintain the by-laws to best serve the needs of AAFCO.
Purpose (Finance): To develop and maintain procedures and protocols that allows the association to monitor its financial assets and ensure its financial stability.
Purpose (Long Range Planning): Provide recommendations to the Board as to emerging trends affecting the feed industry and AAFCO.
Proposed Purpose: Provide advice and support to the Board regarding strategic direction, planning, tracking and implementation of related Association activities and stability, including oversight of financial; advise and maintain the By-Laws to best serve the Board and the needs of AAFCO.
TASKFORCES
BIO-FUELS CO-PRODUCTS TASKFORCE
(Reports directly to President)
Purpose: The Bio-Fuels Co-Products Task Force will draft educational materials (pamphlet, brochure, etc.) to distribute to bio-fuel producers to make them aware of regulations and other information that they may need to consider in order to produce safe products for consumption by animals and subsequent production of wholesome meat, milk, and eggs.
FDAAA Task Force
The FDAAA Task Force fulfilled their goals and was disbanded in 2010.
