A Letter from Our President

Dear AAFCO Members,

I’m happy to share my first newsletter message as President. There are lots of great AAFCO projects in the works and updates to share. We held our Midyear Meeting in Little Rock, AR, in January and AFRPS Meeting in Nashville, TN, in March. Both meetings provided great opportunities for discussion on current issues and concerns in the animal feed industry, which led to new projects for AAFCO to undertake.

At the Midyear Meeting, the membership voted to accept the proposal to establish a partnership with Kansas State University's Olathe Innovation Campus to oversee the new AAFCO Ingredient Approval Process. This new process will follow the principles of GRAS and will provide a timelier pathway for new ingredients. While we aren’t ready for ingredient submissions yet, we are working on a new website for the process (more details below) and preparing to accept applications for subject matter reviewers. Stay tuned for more details in the coming months!

A workgroup within the Inspection and Sampling Committee (ISC) has posted a request for proposal to perform a bulk feed tote sampling study. This project follows AAFCO’s previous bagged probe sampling study and is part of an ongoing process to continue to review our field sampling procedures and make changes where necessary. Submissions are due May 1st.

Of course, no newsletter would be complete without an update on Pet Food Label Modernization (PFLM). States continue to work to update their regulations[LS1] . AAFCO has two upcoming pet food labeling workshops, one in May at the Pet Food Forum in Kansas City, MO and another at our AAFCO Annual Meeting in Omaha, NE. These are excellent learning opportunities and we’re happy to be putting these on.

In addition to these new projects, AAFCO continues to stay informed on other issues that impact our members. Changes at the federal level and the effect on funding models is being closely monitored. We are working with our colleagues at NASDA to ensure that messaging on the value state feed programs bring is being communicated. We also continue to monitor the multi-state outbreak of Highly Pathogenic Avian Influenza (HPAI) (H5N1) virus in dairy cattle and any impacts on feed and pet food.

I hope everyone is as excited as myself and the Board with the progress we are making on these initiatives. I’d encourage you to read the newsletters and other updates that we send out, join a committee and bring your ideas forward. Collaboration is a fundamental part of AAFCO and by working together we will continue to grow. Take care and I look forward to seeing you soon.

AAFCO Supports the Innovative FEED Act

AAFCO supports The Innovative Feed Act’s goal to modernize current FDA regulations related to novel feed ingredients. American feed and pet food manufacturers, along with livestock producers across the country, deserve access to innovative and cutting-edge ingredients that have been rigorously reviewed under the appropriate regulatory pathway. This bipartisan bill will redirect the review of these novel ingredients to FDA’s Food Additive Petition Process, providing a more efficient evaluation while still maintaining the highest level of scientific rigor.

AAFCO & K-State Olathe New Regulatory Pathway

AAFCO and our partners at K-State have been working hard to get the new Scientific Review of Ingredient Submissions (SRIS) pathway up and running. The new process will provide accurate, and speedy, scientific review for newly proposed animal food ingredients in half the time the evaluation process historically has taken. We recently launched a new website and look forward to beginning to accept submissions later this year.

Highlights from AFRPS

The 2025 Animal Food Regulatory Program Standards meeting was held in March in Nashville, TN. Over 70 people attended, representing over 20 state programs. Attendees were able to network with fellow state and federal regulators and participate in a multi-day tabletop exercise that tested their program's response to an animal food-related incident.

Model Pet Food & Specialty Pet Food Regulations Intended Use Statement

Following a recommendation from the Pet Food Committee, the Board of Directors recently voted to change the term ‘intended use’ in the model pet food regulations to ‘purpose statement’ to further clarify the meaning. Changes can be found in the digital offering of the Official Publication beginning in PF2(a)(2) later this spring.

TAN Update

The Current Issues and Outreach Committee (CIOC) workgroup has created a Technical Assistance Network (TAN) for AAFCO members. States have always worked with one another to provide feedback on how a particular issue is handled in their respective state, and the TAN aims to formalize this process and provide interpretation from an AAFCO perspective. Inquiries can now be submitted via the AAFCO website on the TAN page.

FeedBIN Update

There have been quite a few questions about the FeedBIN recently. The FeedBIN is now solely used for accessing the digital version of the Official Publication. If you’re looking for past meeting minutes or materials, you can find them under the respective committee page on AAFCO’s website

Industry Input for AAFCO’s Strategic Plan

AAFCO’s Strategic Affairs Committee is working on the next strategic plan and is seeking input from industry and consumers. If you have views or input on what you’d like to see in the future, please share your feedback to AAFCO@aafco.org.

NGFA–KSU Food Safety Modernization Act Feed Industry Training

This course will provide feed facilities with an understanding of FDA’s new requirements and how to create an effective animal food safety plan. Attendees will learn the fundamentals of animal food safety from nationally recognized experts.

FSPCA PCQI Training

The AFIA is hosting a Food Safety Preventive Controls Alliance (FSPCA) for Animal Food training July 15-17, in Nashville, TN. This course is the "standardized curriculum" FDA recognizes as adequate for PCQI training and will be led by Paul Davis, Ph.D., AFIA's director of quality, animal food safety and education, and Gary Huddleston, AFIA's director of feed manufacturing and regulatory affairs. New Feed Ingredient Consumption Report

In 2023, U.S. livestock, poultry and farmed aquaculture consumed approximately 283.6 million tons of feed according to a new report by The Institute for Feed Education and Research (IFEEDER), in collaboration with the American Feed Industry Association (AFIA) and North American Renderers Association’s (NARA) research arm the Fats and Proteins Research Foundation (FPRF).

We sat down with Rebecca Moseley, the Laboratory Director for the Alabama Department of Agriculture & Industries and new AAFCO board member.


Why did you first get involved with AAFCO?

The first AAFCO meeting I attended was in Savannah, GA, in 2019. I was blown away by the professional nature of the meeting and the attendance of the animal feed and pet food manufacturing companies as well as the regulators from many states and Canada. This organization is so great for collaboration of industry, regulators, and consumers. AAFCO's excellent proficiency testing program (PTP) is something that our lab in Alabama has been participating in for many years, and over the years, I have seen such value in having a program such as this where our lab's data is compared with labs performing the same work internationally.

How has AAFCO contributed or played a role in your career?

The networking from attending AAFCO meetings has allowed me to build relationships with seasoned lab directors and QA managers who have mentored me and shared valuable information with me. AAFCO's PT program and QA/QC Guidelines strengthened our regulatory program and helped our laboratory achieve ISO accreditation.

What’s one thing you’d like to say to encourage members to get involved?

You are welcome at AAFCO! Please don't be afraid to speak up and ask a question or voice a concern. Everyone has something to contribute. There is a good chance someone else in the room has the same question. Say yes when asked to join a workgroup or a committee.

What do you hope to see for AAFCO in the next 5 years?

I would love for AAFCO to continue to do outreach and to be associated with leading the best trainings for inspectors and laboratorians.

Tell us about the pets or animals in your life.

I have one tiny Yorkshire terrier (Chewie) named for Chewbacca from Star Wars, because he looked like a miniature Chewbacca when he was first born. He is a wonderful companion and brings my entire family so much joy!
